Q & A of the Day – Is there a problem with this client’s inspection report request?

Question: We are currently carrying out periodic inspections in houses for a local council, where it has been agreed with the client that we carry out an initial inspection and test of the property, issue a draft copy of the report, where we would identify Codes 1 to 4.

Then it has been agreed that the client instructs us to carry out any Code 1 and Code 2 works, and sometimes Code 3's depending on what the issue is, in order to hand over a satisfactory Periodic Inspection Report.

However, in some cases, the properties require partial re-wires and the client has still requested that we re-wire the circuits, and instead of putting the results on an Installation Certificate, we should put these on the satisfactory Periodic Report, which means the client is only dealing with one certificate.

Can you please advise whether there would be any problem with us doing this?

Answer: For any alternations or additions carried out to an installation which would include the provision of a new circuit or circuits (or the replacement of a consumer unit or distribution board) an Electrical Installation Certificate is required.

Where the work does not include the provision of a new circuit, a Minor Electrical Installation Works Certificate can be used.

A Periodic Inspection Report should be only used for the reporting on the condition of an existing installation.

However, another view is that there should be no problems with this proposal, as it is an agreement with your client. As long as all works are carried out in a satisfactory way by yourself, then a Periodic Inspection Report should be fine.
