Question: I have recently carried out a periodic test and inspection on a council flat. I noted that the main tails were 16mm, and that the main earth conductor was 10mm and needed upgrading to 25mm main tails and 16mm earth conductor. However. the guy from the council told me it didn't need upgrading and was satisfactory as it was. Could you please advise who is right in this situation. Was I correct in listing it as a defect?

Answer: Such an observation would, in our opinion, warrant a Code 4 observation on the PIR (it does not comply with BS7671 as amended).
