Question: I have a fuseboard in the basement of a building that supplies power to an area on the first floor, yet the cables run through the ground floor. Is this OK? Or do we need to relocate the fuse board to the first floor, or do we just have to identify and label the cables being used on the first floor?

Answer: You have not stated the kind of building it is, or whether all of the floors concerned have one occupier. Assuming that the building is all part of one installation, the arrangement is acceptable provided that the circuits are clearly marked on the distribution board.
