Question: If a 30mA RCBO fails to trip when tested during a periodic inspection & test, should this be noted as a Code 1 and an 'unsatisfactory' test sheet returned?

Alternatively, would a Code 2 (improvement required) be more appropriate and a 'satisfactory' test sheet returned?

Answer: Any Code 1 or Code 2 deviation should have an 'unsatisfactory' outcome.
An RCD failing without adequate earthing arrangements in place being relied upon would warrant a Code 1 outcome.

With adequate earthing to allow ADS, and the RCBO being installed as additional protection, then a Code 2 - potential risk under fault conditions - should be issued.
