Answer: The 17th Edition of the Wiring Regulations defines an Instructed Person as 'a person adequately advised or supervised by skilled persons'.
Risk assessments and relevant technical training of the equipment in order comply with Electricity at works act of 1989 should be carried out to determine whether the person working, or about to work, on such equipment is deemed 'instructed' in relation to the Wiring Regulations to enable him/her to avoid the dangers that electricity may create.
Regulation 411.3.3 provides an exception for the need of persons to be skilled or trained in the use of equipment not protected by an RCD.
