Q & A of the Day - Can I do lighting maintenance in flats without Part P?

This Question of the Day, is one of thousands of others, answered on a daily basis by our Voltimum Experts in the Technical Expertise area.

Question: I have been carrying out lighting maintenance works to the communal areas in several blocks of flats - all the usual things: replacement transformers, ballast units, lampholders etc.

I have now been told I cannot carry out this work without a Part P certificate. After reading what is notifiable or not, it seems this work is not notifiable, but a BS7671:2008 certificate or minor works certificate should be issued. All my work fully complies with the IEE regulations, but I am not Part P registered as I do not normally work in residential properties.

As I am almost at retirement age, I would still like to do this work if I can. I would be grateful if you confirm whether I am correct on these points.

Answer: From the information you have provided, the work you are carrying out is not notifiable work, but BS7671 certificates are required, as you have noted.
