Where is the correct place to fit Henley blocks in my consumer unit installation?

Question:

I am installing a second consumer unit in my garage.
The main consumer unit is already in the garage with the meter on the outside wall.
Is it ok to fit the Henley blocks next to the main consumer unit then run new tails to the 2nd unit? or should the Henley blocks be in the meter box on the other side of the wall?

It is fine to have the blocks near the consumer unit, providing you have an adequate length of cable and suitable installation methods.
