Question: I've recently been involved with several situations where I've not been able to identify the ownership and responsibility of the tails/ submains from the cutout (Western Power Distribution) and clients/landlord's installation.
These submains vary and have VRI cables and busbar trunking, which the utility company claims to have no responsibility over.
I believe that this utility company has a duty under the ESCQR, but it claims that it does not. I also understand that this is outside BS7671, but is extremely relevant in terms of what to do with the Electrical Installation Condition Report (EICR).
What are your views?
Answer: The inspection schedule in the EICR includes a section on the distributor's / supply intake equipment, including the service cable, service head, tails and meter etc.
Other than the consumer's tails, if any of these are found to be in an unacceptable condition, the inspector should recommend that the owner informs the distributor of any observations requiring attention.
