Do you need RCD protection on circuits close to a sink in a school?

Question: 

I am hoping for guidance regarding remedial works following an EICR on a non-domestic building (school) conducted to the 17th edition. The following is taken from the report and a Code 2 was allocated;

“Absence of RCD/RCBO protection for accessories located in close proximity to a sink and/or draining board Reg 415.1.1”

As the circuits in question do not have socket-outlets, all main/ supplementary bonding to the draining board and water pipes are to the regulations can the above be disregarded?

Answer: 

415.1.1 does not stipulate that RCDs are required for items close to a sink/draining board.  Without seeing the isntallation I would be uncomfortable saying that this can be disregarded, but it my be that this is too strong a code for a situation that offers limited risk.

Certainly some things are clear C1/C2/C3s, though this I feel is not an absolute and I think there could be room to move it down to a C3, especially if there are no sockets.

However, it is always worth putting yourself in the shoes of the person who did the report, there may be some underlying reason why they felt this was a C2 to begin with.
