Question: Can you please let me know what the regulations say concerning floor socket outlets – to be used indoors?
 
Answer: For additional protection, the presence of a 30mA RCD is required to protect socket-outlets rated at 20A or less, intended for general use by ‘Ordinary’ persons, particularly in domestic and similar premises. 
 
Exceptions are permitted for socket-outlets that come under the supervision of a ‘Skilled’ or ‘Instructed’ person, or for a particular item of equipment - in which case the socket-outlet should be labelled to indicate its purpose. 
 
However, do bear in mind that this will be changing with BS 7671: 2008 Amendment 3, which came out in January 2015 and will come into effect in July 2015.
 
As for the fixing and mounting of floor boxes I would advise you to check with the manufacturers instructions - refer to 510.3.
