The client wants to run a new plastic water main into the building using one of the spare (empty) ducts through the slab that terminates in this cupboard, and locate the main water stopcock in it as well. The water supply then continues in a single 15mm copper pipe to elsewhere in the house.
I'm not convinced it's a great idea to have this water main in the electricity cupboard, in case of leaks. However, is there any legal/technical reason (and specific regulation) that advises against this situation?
Answer: It's not the best as you say, but there's no regulation against it as such.
Try to get the stopcock sited as far as reasonably practical away so that leaks are less likely to affect the electrical installation.
