Should the PIR installation be put on hold until this tracing has been completed by others, or should it be marked as a 'LIM' and the PIR continued - with mainly visual findings being recorded?
Answer: It is essential that the inspector knows the extent of the installation to be inspected. Any criteria regarding the limit of the inspection, the identification of protective devices and associated circuit information is essential information required by the person carrying out inspection and testing.
Where diagrams, charts or tables are not available, a degree of exploratory work may be necessary so that inspection and testing can be carried out safely and effectively. If the inspection and testing cannot be carried out safely without diagrams or equivalent information, Section 6 of the Health and Safety at Work Act 1974 can be interpreted to require their preparation.
In any case, considerable care and engineering judgement should be applied when deciding the extent that will be subject to inspection and testing. Any limitations imposed should always be discussed and agreed with the client prior to commencing the inspection and testing.
