EICR advice wanted: no access to bonding clamp but test confirms continuity

Question:
Where an installation has a main protective bonding conductor for a site service, such as gas, if the bonding clamp is not accessible, but a test confirms continuity, what classification would be advised to be given on an EICR, bearing in mind the contact could be fortuitous?
