Can spikes in a supply cause an RCD to trip?

Question:

Intermittent tripping of an RCD is causing a problem. All circuits and anything plugged in have been checked for leakage etc, but all ok. Supply is by overhead cable. RCD has tripped in the past when two fat pigeons launch themselves off of two uninsulated overhead wires to neighbours property making them whip and touch = sparks.
RCD ramp test is 22.5mA, so not too bad. Should the RCD be replaced?
