Question: Is it permissible to test an existing emergency lighting circuit by switching an MCB, or removing a cartridge fuse?

I understand that a new installation must comply with BS 5266:1-2011 section 8.3.3 – ‘Each emergency lighting system should have a suitable means for simulating failure of the normal supply for test purposes (i.e. without interruption of the normal supply)’. 

However, where an existing circuit is present, I understand there would be no requirement to comply with this standard.

Answer: Yes that’s right - It’s not recommended to switch off an entire existing circuit to test the emergency lighting.

Usually, the test should be made via a key switch, designed especially for this purpose.
