Answer: The class of the appliance refers to the construction of the electrical appliance and whether it needs to be earthed or not. A Class 2 designation means that the appliance does not need to be bonded and/or earthed.
An IP rating is a protection rating of the appliance from solid particles and water ingress, so this determines were you can install certain products in certain zones.
Both the class and the IP rating need to be considered, but have no relevance to each other - so one is not better than the other.
