Is it acceptable to mount a cooker switch in a cupboard, provided that the switch is readily accessible?

Question:
I have recently inspected an installation where the isolator for the hob and for the kitchen appliances is in the back of a high level cupboard.
I am 5'11 and could only just reach them. They were not visible whilst standing on the floor. Is this compliant and if not what regulations define the breach.

The requirements of BS 7671 do not stipulate where the isolators should be. Common sense would indicate that they should be reasonably accessible.
It should not be discounted that you could use the circuit breakers. Although this is not ideal, especially where there are strangers in the house.
It may be worth discussing this with the client.
