EICR advice wanted: unable to get test results for X5 test on 30ma RCDs

Question:
I have come across an instance in a new build with the following scenario. How would this be coded on an EICR?

Installation is TN-C-S, 25mm tails from service head into an enclosure with a 100a 100ma time delayed RCD, feeding a 63a MCB. This in turn is the supply from the electrical cabinet outside with a 16mm T/E cable going to the consumer unit in the property.

The T/E looks to be run in the cavity. The consumer unit is a dual RCD 30ma board. I am unable to get the test results for the X5 test on the 30ma RCDs as the 100ma time delay RCD trips first.

I am unable to understand why they have put the 100ma RCD at the front as effectively the main switch on a TN-C-S system. Am I missing something? And how would you code this on an EICR, as I cannot get the times for the 30ma RCDs?
