The approved document (Part P of the Building Regulations 2013 Edition) supports Part P – Electrical safety – Dwellings. It took effect on 6th April 2013 and is for use in England*. The 2006 Edition will continue to apply to work begun before 6th April 2013, or to work subject to a building notice, full plans application, or initial notice submitted before 6th April 2013:

The main changes to Part P of the Building Regulations for the 2013 Edition are:

Changes in the legal requirements - The range of electrical installation work that is notifiable (where there is a requirement to certify compliance with Building Regulations) has been reduced.

An installer who is not a registered Competent Person may use a registered third party to certify notifiable electrical installation work as an alternative to using a Building Control body.

Changes in the technical guidance - The Approved Document now refers to BS 7671:2008 incorporating Amendment No.1 2011.

* This Approved Document gives guidance for compliance with the Building Regulations for building work carried out in England. It also applied to building work carried out on excepted energy buildings in Wales as defined in the Welsh Ministers (Transfer of Functions) (No.2) Order 2009.
