Question: Can you confirm whether there is any truth in the following statement: 'Any supply connected to the DNO without a meter is actually illegal and as such should be disconnected and reported, and an inspection certificate should not be issued.'
Answer: If an installation is fed without fused protection on the supply cable then, the local supplier should be made aware and allowed to deal with that. You do not have the authorisation to touch the equipment.
You do, however, have a duty of care to make the correct bodies aware of the situation. This becomes a legal matter if the suppliers equipment has been tampered with. Therefore you should not touch unless authorised to do so.
