Government approval for NAPIT's Energy Assessor Scheme

This year, regulations come into force that will require the energy performance of buildings to be formally certified, particularly when building, selling or renting property. In preparation for this, NAPIT has been approved by the Department of Communities and Local Government to run a Competent Person Scheme for energy assessors.

EPCs will rate buildings based on their energy use, in particular targeting areas such as cooling, space heating and water heating. When the certificates will be required will depend on the size of the building.

Initially, members of the NAPIT EA Scheme will be able to assess and certificate energy performance in newly constructed dwellings using Complete Picture SAP EPC Calculator software.  Over the coming months inspections and assessments of non-domestic buildings, display energy certificates for public buildings and air conditioning inspections will gradually be phased in.

Once accredited, a NAPIT energy assessor will be able to use approved software to convert data, from design or survey information into certificates and reports.

"Our role will be to accredit the people who assess energy performance in buildings, which is now a legal requirement," explained NAPIT Director David Cowburn. "NAPIT will ensure their competence by checking their qualifications, experience and their ongoing work, but critically we will supply the tools that they need to do that work in a cost effective and efficient manner."

The NAPIT EA scheme will run alongside the existing NAPIT Competent Person Schemes for the electrical, ventilation, heating and plumbing sectors of the industry. Existing users of SAP software with experience will be able to join the scheme for newly built dwellings without having to gain a qualification, details of this approach are provided on the NAPIT website.
