The Background:
Balfour Beatty’s PFI concession company Connect Roads South Tyneside Limited was appointed by South Tyneside Council to provide and maintain the street lighting within the Borough under a £63 million Private Finance Initiative in December 2005.
The Challenge:
This 25 year long contract is the first of its kind to install the award winning CosmoPolis lamp and control gear technology in Iridium luminaires supplied by Balfour Beatty’s supply partner Philips. During the first five years, approximately 24,000 columns will be replaced including 5,000 columns being installed in back lanes and unlit footpaths thoughout the Borough.
The Lighting Solution:
Undoubtedly good street lighting makes roads safer for all and helps to improve security to property, particularly at night. Indeed, in recent years, there has been a clear move towards white light which is now accepted as providing a even greater sense of safety and ease of visibility in outdoor applications. However, CosmoPolis is the first white light that has been uniquely designed solely for the outdoor market, having a better efficacy, lamp life and a more compact size. In actual fact, it is approximately 30% more efficient than traditional white light systems. This was one of the deciding factors when considering alternative lamp sources during the tender process.
South Tyneside has a population of just over 151, 000 residents. Without doubt, residents will notice a marked improvement in the visual impact of the new lighting, most notably the ability to differentiate between colours and better facial recognition.
Once the renewal programme across the Borough is complete, the Council will have a solution that provides not only visual consistency but also one which is reliable. Maintenance, of course, has to be considered and this is where Iridium comes into its own as all operations allow straightforward fast efficient replacement of the various parts, ensuring any outages are repaired as quickly as possible.
All in all, the new street lighting programme should provide residents with a greater sense of safety whilst providing South Tyneside Council with a solution which is energy efficient, easy to maintain and essentially cost effective to run.
