Bill Wright, MA, Chartered Engineer takes a look at the ‘Merton Rule’, which relates to renewable energy sources and says that the first use of resource be energy efficiency improvements, after which renewable energy systems could be used. He concludes by saying that a simple change of planning law and regulations would provide the very necessary stimulus to help achieve building sustainability targets:
