Question: I've recently tried to test between phase and neutral on a lighting circuit and have discovered a low insulation resistance. I know that it's not the circuit as I disconnected the lights and removed all the bulbs. However, does the lighting control gear mess up the readings?

Answer: Yes it does Dave. The testing should be done with the light fittings disconnected where possible or agreed as a limitation.
