Question: If a fan or heater etc., is fitted into an existing bathroom, and the house has no RCD protection, are RCD fused spurs still allowed to control these appliances? Also, would the main earth bond to gas and water supplies have to be evident?

Answer: Yes - RCD protection would be required, and both supplementary and main earth bonding would need to be evident.
