Question: Whilst measuring the PFC at the origin or, for that matter, any other downstream distribution board (which I am well aware is a live test), is it a requirement to turn all loads OFF?

Has it been confirmed that PFC measurements at fuseboards are affected by loads 'downstream' on final circuitry emanating from such boards?

Answer: Measuring PFCs should preferably be carried out with the distribution board live but with loads - particularly heavy loads - switched off. These connected loads will have a bearing on the measurement, although not as significant as some sources indicate.

So, if possible switch them off. If that is not possible, then take measurement and accept that the value may not be entirely accurate.
