Question: Do we have to connect the unexposed reinforced steel (this is always at least 5cm inside the concrete) in concrete building to the main earthing terminal?

Answer: Bonding would not be required by BS 7671: 2008 in this instance.

Regulation 411.3.1.2 gives examples of extraneous conductive parts to which main protective bonding conductors require to be connected, including exposed metallic structural parts. If steel reinforcement in concrete is exposed it would therefore require to be bonded.
